- JD's primary focus is literacy, with particular emphasis on adult literacy and family literacy. He undertakes policy-focused research on literacy programmes and srategies, and works closely with policymakers and policy influencers at national and European levels.

- In 2011-2012, JD is serving as rapporteur for the European Union High Level Group on Literacy, a pan-European expert group charged with making recommendations for European and national policy and programme design.
In 2010-11, he was the lead researcher and project manager for a European Commission study investigating family literacy policies and practices throughout Europe.
In 2009, he was a lead researcher on a 33-country project focused on assessing the quality of adult education data collected throughout Europe.
